Position Summary:
The Center for Environmental Management of Military Lands (CEMML) is a research, education, and service unit at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and other CSU departments to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

The position provides on-site support to Marine Corps Base (MCB) Hawaii located at Kaneohe Bay on the Mokapu Peninsula on the Northeastern coast of Oahu. There is occasional travel to other MCB Hawaii installation areas, including Camp Smith, Pu‘uloa, Marine Corps Training Area Bellows, Camp Smith, Pearl City Annex, Manana Neighborhood Housing, and Waikane Valley, to other on-island meetings or events, and mainland events.
 
The position consists primarily of office-based tasks as well as occasional field activities. The position reviews proposed actions, determines and recommends the appropriate response/course of action, and manages and executes the preparation of Categorical Exclusions (CATEXs), Environmental Assessments (EAs) and Environmental Impact Statements (EISs) in support of NEPA, other state and federal drivers, and DoD and MCB regulations, policies and guidance. He/she provides technical expertise; develops methods of analysis; provides technical solutions and recommendations to meet program goals and requirements; develops and refines procedures; and makes recommendations to optimize the quality of NEPA documents and process at MCB Hawaii. Works closely with installation staff, stakeholders and collaborators to develop and implement an efficient and effective program. Success in this position requires a high degree of analytic acumen, initiative, and resourcefulness; proven leadership skills and team-building capabilities; and excellent oral and written communication skills.
 
Relocation expenses may be available; conditions apply. The position is not eligible for telework. Employee is expected to report in person/on-site on work days.

Required Qualifications:
• Bachelor’s Degree in biology, natural resources, environmental planning, or related field.
• Five or more years of relevant work experience demonstrating knowledge, skills and abilities in environmental planning and NEPA.
• Two years of experience managing and providing oversight to NEPA projects and compliance (can count towards 5 years required above).
• Excellent written communication and technical writing skills and ability to work with a wide range of data types and sources.
• Proficiency with Microsoft Office Suite
• Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
• The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
