74-22 Network & Computer Systems Manager

Network & Computer Systems Manager:
Essential Functions for the Position:
Under the direction of the Director of Information Technology, the Network & Computer Systems Manager oversees the daily operations of network and computer systems. Manages the IT Data Center, including the Disaster Recovery and Information Security programs which includes, security administration, user account administration and data center access. Establishes security measures to protect network infrastructure from unauthorized access.
Monitors network performance to identify potential problems and help ensure high performance levels.
Designs and implements network security measures, such as firewalls, intrusion detection systems, and encryption technology.
Coordinates with IT staff to implement software upgrades or patches on servers or workstations.
Develops policies and procedures for network security and usage, including acceptable use policies for computer networks.
Monitors activity on the network to ensure compliance with established standards.
Trains staff on proper network use and security measures, such as how to spot phishing schemes or computer viruses.
Plans, directs, and coordinates the activities of the IT Data Center Customer Support Services function.
Monitors online network management systems and contacts appropriate personnel when experiencing malfunctions and network outages.
Coordinates computer down time schedule.
Communicates with service providers of hardware and software maintenance, fire suppression, and uninterruptible power systems.
Reviews plans for physical site preparation and installation of all computer hardware.
Reviews and authorizes change management of computerized applications to ensure efficiency and adherence to standards.
Plans preventative maintenance and alterations of Information Technology hardware.
Analyzes system performance and makes recommendations for capacity planning of computers.
Participates in selecting and contract negotiating for acquisition of large-scale data processing products.
Provides continuous application systems' support for critical systems.
Develops and prepares the Data Center's operating budget, monitors and controls expenditures, and approves invoice payments.
Communicates and implements safety rules, policies and procedures in support of the company's safety vision and goals.

Special Knowledge & Skills:
Must have knowledge of:
· Project management techniques and tools.
· LANs and WANs, including associated data communications technology.
· Telecommunications (IP phone systems); *Data processing quality control requirements.
· Modern Management Theory.
Must be able to:
· Compile, analyze, and interpret data.
· Communicate clearly and concisely, both orally and in writing.
Must possess strong analytical and problem-solving skills to analyze situations, identify problems, recommend solutions, and evaluate outcomes.
Must be proficient in Microsoft Office Suite or related software.

Education, Training & Experience:
Bachelor's degree in computer science, management information systems or related field from an accredited college or university.
Three (3) years supervisory/management experience in information systems, data processing or computer operations. Supervisory experience may be substituted with six (6) years of experience in OTS' IT Department and satisfactory completion of supervisory training within one year after selection.

Performs other duties as assigned.
Working Condition: Air conditioned office; outdoors and maintenance garages/shops occasionally.
Work Hours: 7:30 a.m. - 4:00 p.m., Monday-Friday. Required to be on call and work extended hours, weekends, and holidays, when needed.
Equipment Used: Standard office equipment and network/computer installation tools.
Other requirements: Must pass a company-sponsored drug test. Must have a valid Class 3 Hawaii Driver's License.
Physical requirements: Must be able to lift 25 pounds.
