IT Band A - System Analyst

PRIMARY FUNCTIONS:

 
The primary function of the System Analyst is to provide IT support to all Department users; respond to and address user reported issues and service desk requests. Also configures, installs and maintains the Department's IT structure including PCs/laptops, servers, network equipment (ie routers, servers and firewalls), software applications, and other related systems.


MAJOR DUTIES AND RESPONSIBILITIES:

A.     System Administration                                                                                                                              75%

1.      Provides IT support to all the Department users. Respond to and address user reported issues and service desk request. [1][2]
2.      Configures, installs, and maintains the Department’s IT structure, including PCs/laptops, servers, network equipment (i.e., routers, server and firewalls), software applications, and other related systems. [1][2][3]
3.      Maintains and monitors backups of IT infrastructure including servers, network equipment, and storage devices. [1][2][3]
4.      Installs and test updates to department applications. [1][2][3]    
5.      Implements hardware, firmware, and software updates to IT infrastructure, e.g., migration to new technologies and performing operating systems patches and upgrades. [1][2][3]
6.      Assists in Active Directory administration, e.g., including the performance of adds, deletes, and updates to user accounts, and security rights in Windows Active Directory (AD) or Azure Active Directory. [1][2][3]
7.      Provides support for department phone/voice systems. [1][2][3]
8.      Assists in creating and maintaining disaster recovery policies and procedures. [1][2]
9.      Assists in the measurement, analysis, and performance tuning of the Department’s network to ensure security, connectivity, standards adherence, and proper operations. [1][2][3]
10.  Configures required hardware and software to interface with external systems, e.g., ETS databases and other external resources. [1][2][3]

11.  Assist in the deployment and tracking of the Department’s hardware and software products are on maintenance contracts or supported by the manufacturer. [1][2]
12.  Assists in ensuring that all computer hardware and software products are on maintenance contracts or supported by the manufacturer. [1][2]
13.  Assist in the review, implementation, and enforcement of the Department’s technology policies, standards, and procedures. [1][2]
14.  Works with vendors and/or government agencies to effectively plan and coordinate installation and maintenance tasks and identify and resolve complex problems. [1][2]

B.     Work Unit and Administratiion Activities                                                                                                15%

1.      Assists the Network Administrator in ensuring the acceptability, reliability, and security of the Department’s technology solutions from both the program administrators and information technology standpoint. [1][2][3]
2.      Assist in planning and procurement of technology products and service for the Department. Keep abreast of the latest procurement policies, regulations, and directives. Assesses the type, quantity, and cost of technology products and/or services to be procured. [1][2]

MINIMUM QUALIFICATION REQUIREMENTS

Applicants must possess education and experience of the kind and quality described below, or any equivalent combination of training and experience. The applicant’s overall education and experience must demonstrate possession of the relevant competencies required to perform assigned duties and responsibilities.
 


EDUCATION AND EXPERIENCE REQUIREMENTS:

 


Education:

 
Graduation from an accredited four (4) year college or university with a bachelor’s degree in Computer Science, Information Systems or related field.

Excess work experience as described under the Specialized Experience, below, or any other responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.

The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.


Work Experience:

 Zero (0) to two (2) years of professional IT work experience in at least one IT specialty area; or any equivalent combination of training and experience.

WORKING CONDITIONS:

During the updating of archival documentation there will be times that the working conditions will include areas that may contain dust and/or heat.

During production job runs there will be times that the working conditions will include work callback and/ or night work to correct abends to insure the timely processing of production jobs.
